This article is based on a conversation between Brad Bialy and Patrick Morin on Take the Stage, a podcast/vodcast presented by Haley Marketing. For this episode and others search for “Secrets of Staffing Success” on your preferred podcast player or watch past episodes on YouTube.

Most staffing firms say they have a great culture.

They put values on the website. Frame them in the office. Maybe even hand them out during onboarding.

But unless those values are being lived out every day by everyone – from recruiters to leadership – they’re just slogans.

“Culture is the way people behave,” Patrick Morin said. “It’s how they treat clients, candidates, and each other. That’s your real brand.”

In this post, we’ll break down how to build a culture that actually drives results, not just one that looks good on paper.

Step 1: Culture Starts at the Top

Leadership sets the tone. Every founder, CEO, or branch manager must ask:

  • What do we believe in?
  • How do we want people to experience our brand?
  • What behaviors do we reward – and which do we not tolerate?

If leadership isn’t aligned or consistent, culture breaks down fast.

Step 2: But It’s Built by the Team

Culture isn’t just a top-down initiative. It’s something your people create through shared behavior, accountability, and buy-in.

Patrick put it this way: “Once those pillars are established, the team has to contribute to it. That’s what really strengthens it.”

Your team builds the culture in:

  • How they treat associates during onboarding.
  • How they handle client problems.
  • How they collaborate, communicate, and show up every day.

Step 3: Align Everything to the Culture

If you’re serious about culture, it has to show up in:

Hiring: Look for people who match your values, not just skillsets.

  • Onboarding: Reinforce expectations early and often.
  • Recognition: Celebrate behaviors that align with your cultural pillars.
  • Accountability: Remove what doesn’t fit.

“We cut out what’s anathema to the culture,” Morin said. “That’s what keeps it strong.”

Culture isn’t a campaign. It’s a system.

When leadership sets the vision and your team brings it to life, you create a culture that’s real, resilient, and reflected in every interaction.

That’s the kind of culture that is your strategy.
