Reward & Recognition : Configure business rule to avoid “No budget holder” issue for top hierarchy

When using “Nominator” budget hierarchy, the top of hierarchy of company(without manager) cannot nominate others due to system validation.

So we can use the business rule configure in the save rule of spot award program to switch the budget holder of top of hierarchy to achieve the scenario.
